Implementation of the interim measures

Recently, the State Administration for Market Regulation issued the Interim Measures for the Supervision and Administration of the Quality and Safety of Food-related Products (hereinafter referred to as the Interim Measures), which will come into force on March 1,2023.

Recently, there have been frequent hot searches in the food circle, and the topic of "Hextech Food" (generally referring to ingredients made with various food additives) has exploded, and the existing domestic and foreign products that have been questioned by the public have implemented double standard Haitian soy sauce. The discussion around the food industry is intensifying, but behind it is the public's long-standing anxiety about food safety.

At present, China's food-related products have complex materials, many product types and production enterprises, and the use objects involve tens of millions of food producers and operators and hundreds of millions of families, showing the characteristics of "many types, many enterprises, and wide applications". However, in recent years, with the deepening of market supervision reform, the current regulatory system of food-related products has not met the needs of regulatory work. In terms of supervision and inspection of the whole production process, the Interim Measures establish a control system for the whole production process of food-related products covering key links such as production, storage and packaging. Producers are required to establish management systems and control measures such as raw material management, production key point control, and factory inspection control to realize the traceability of food-related product quality and safety, ensure that all links from raw and auxiliary materials and additives procurement to product sales can be effectively controlled, and timely investigate the safety risks and hidden dangers in the production process.

                 

2. Requirements for sellers: to establish a traceable inspection system

The seller should establish the food-related product purchase inspection system.At the same time, the quality and safety traceability system, recall management system and labeling management system related to food materials are clarified.
